'Major' Motoko Kusanagi. Security Police Section 9 She is nicknamed Major since she is the leader of the Shell Squad. She is a cyborg with a good sense of judgement and timing. However, during the Puppet Master investigation she becomes confused about her own identity as an artificial life form and questions if she really is 'her' or someone else; she starts to wonder about her own ghost.

Batou Security Police Section 9 Batou is Major Kusanagi's trusted partner and right-hand man. He's a very tough man who's always there to support Kusanagi and calm her down when she gets nervous. He is very skilled. He's also a cyborg.

Aramaki Security Police Section 9 Aramaki is the trusted boss of section 9. He's also in charge of keeping an eye on the more headstrong members of the Shell Squad, Kusanagi for example. (In the Manga Batou calls him the 'ape-face' ^_^)

Togusa Security Police Section 9 Togusa is the new Shell Squad recruit. He was transferred to the Shell Squad by Kusanagi. Even if his brain is cybernetic, enough original grey matter remains of this family man for him to be the closest thing to a human being in the Shell Squad.

Ishikawa Security Police Section 9 Ishikawa is the oldest member of the Shell Squad. He's a cool guy, not a fighter and spends most of his time behind the computer gathering information from the Net.

Puppet Master Codename "Project 2501" Project 2501 was originally a program developed by humans. But after it started to work on his own they tried to isolate it as a virus but it escaped. The Puppet Master is an unidentified super-hacker who has ghost hacked a number of electric brains in order to control them for his own purposes. The internationally notorious Puppet Master is suspected of a host of offenses including manipulation of the stockmarket and political maneuvering.

Nakamura Ministry of Foreign Affairs Nakamura is both the chief official at the Ministry of Foreign Affairs and the head of Section 6. At section 6 he investigates various mysterious cases. In the course of solving the case of "Project 2501" he frequently locks horns with Section 9.

Dr. Willis Dr. Willis is an American researcher. He's the head of strategic research at Neutron Corporation. He's a top man in the field of Artificial Intelligense (AI) research. He was made in charge of a Foreing Ministry project, a project with the codename 2501...

Mizuho Daita He was working under Dr. Willis as the main programmer on project 2501. He's the programmer the corrupt diplomat tried to help out of the country.
