Create a new file (ctrl+N).
Size: 128 p (w) x 128 p (h).

Must be in Size 128x128 or stages of 128, like 256x256, 384x384 ..... or It ain´t gonna be a seamless tile of it :o(, the cloud filter get seamless in these formats :o)

RGB mode

   
2. Chooseone light Foreground Color and one dark Background Color
   
3. Filter > Render > Clouds
   
4.

Filter > Noise > Add Noise...

Add Noise pop-up
   
5.

Filter > Brush Strokes > Angeled Strokes...

Angeled Strokes pop-up

   
6.

Filter > Brush Strokes > Spatter...

Spatter pop-up
   
7.

Finished!!! Just have to save as a gif or jpeg
