The story of Majestic 12 begins in 1984 when Bill Moore and his colleague Jamie Shandera received an envelope containing an undeveloped roll of film. The sender of the letter was anonymous, the letter poststamped in Albuquerque, New Mexico. Moore and Shandera had been investigating the Roswell incident. Development of the film revealed what was to be some of the most discussed and controversial documents in the history of ufology, the Majestic 12 documents.

The documents are said to be a Top-Secret briefing consisting of eight pages. They are said to have been written by President Eisenhower in 1952, and depicts two Flying Saucer crashes in the U.S., one in 1947, the other in 1950. They even describe the recovery of the wreckage and alien bodies near Roswell, the site of the first crash. Another part of the documents consists of a memo written by president Truman in September 24, 1947, addressed to James Forrestal, the U.S. Secretary of Defence.

Moore is said to have informants within the U.S. government continually giving him pointers and hints as to where to look. He is believed to have access to more evidence than what has yet been published (it has been said that Moores informants themselves decide what evidence to publish and what to keep secret for now). What ever the case is, there are more documents and videos and both Moore and Shandera expect to get even more as time passes.

Many have questioned the validity of the Majestic 12 documents. The memo from president Truman is said to have been created by superimposing a false message onto an existing genuine Truman letter. There is one way to prove the validity of the claim. The procedure involved would generate much weaker contrasts in colour in the letter. After thorough testing, especially the areas of the letter where contrasting colours where used (for example Top Secret markings that where printed in red) no such weak contrasts where found that would imply forgery. Shandera: "The 35mm film we have of the [Truman] document is very clear. It's a very good photo. If anything like that had been done, it would easily show up".

Another attempt to prove that the letters are fake was made by Joe Nickel. Nickel found an authentic, signed Truman letter. The signature on this letter was VERY similar to the one found on the Majestic memo. This would, of course indicate that the signature found on the latter was simply transferred from the former, an assumption that has proven hard to validate or invalidate. One can only say that when considering the immense number of signatures a president puts on paper during one period of mandate (roughly 10 a day for four years) one would rather be surprised NOT to find two that looks rather similar. Dr Rogeer Wescott, Dutch professor of linguistics also tested the validity of the Majestic 12 documents. In his case he concentrated on the ones written by Roscoe Hillenkoetter, first director of the CIA 1947-1950. The testing was conducted by comparing letters confirmed to have been written by Hillenkoetter, with the documents claimed to have been written by Hillenkoetter contained in Majestic 12. The outcome of the tests convinced Dr Wescott that the Majestic documents were in fact written by Hillenkoetter, and therefore NOT a forgery. Dr Wescott: "According to me, there is no urgent reason to think that these documents are fraudulent, or to think that they where written by somebody else than Hillenkoetter".

There is however a couple of things that strongly indicates that this is not a genuine exposure of facts. To illustrate the one point one can draw parallels between the Watergate scandal and the Majestic affair. Both originated from sources deep within the government, a so called Deep Throat source. When comparing how the two different sources worked in the different cases, one gets a little suspicious. Whereas the Watergate Deep Throat gave all the information he had to two of the most aggressive journalists in Washington, encouraging them to ask questions and continuing the investigation on their own, the Majestic Deep Throat gave his Top Secret Files to a pair of well known UFOlogists. If he really wanted the information to be exposed to the public, why not go through more official channels like newspapers and TV News broadcasts. That way more people would have got to know about it quicker, and through, what most people think, is a more reliable medium than three UFO researches. Further on, Moore admitted in a conversation with Lee Graham that he was an agent, working for the U.S. Government, and on top of that, Majestic 12 is the name of a government contingency plan, dating back to the sixties and seventies. The names of both Stanton Friedman and William Moore has been seen on lists over possible recruits, all, because of the trust the public had for them, able to introduce the Majestic documents to the public, should the government feel a need to implement this contingency plan. Another problem concerns the Executive Order number, used to help in keeping of the records. Executive Orders are always numbered consecutively, no matter what the security clearance of the order is. The documents claim that this Executive Order has the number #092447. Now, Truman's Executive Orders were all in the 9,000 range, Eisenhower's in the 10,000 and Ford's in the 11,000. Reagan reached 12,000 meaning that, assuming the rate of writing executive orders stays just about the same, this Executive Order number is not to be used for some three or four centuries into the future...

In 1985 the debate around Majestic 12 went into its second phase. Bill Moore received an anonymous postcard in the mail, telling him to search the National Archives for more documents concerning Majestic 12. That he did together with Shandera, something that lead to the discovery of a third, unsigned document dated July 14, 1954. It was a memo from Robert Cutler, Eisenhower's Special Assistant for National Security to General Nathan Twining, Air Force Chief of Staff. It read: "The President has decided the MJ-12 briefing should take place during the already scheduled White House meeting of July 16, rather than following it as previously intended." At around the same time, another letter was found by Stanton Friedman at the Eisenhower Library. It concerned an MJ-12 meeting and was dated July 13, thus it is believed that this letter is the one that preceding the one found by Moore/Shandera.

Is the Cutler - Twining memo a fake?  

The validity of these letters have been questioned as well. Among others the lack of signature on the Cutter to Twining memo was considered a disturbing fact. Further investigation into the matter revealed a possible reason. At the time of the writing of the memo, Robert Cutter was in Europe, visiting different military bases. He had left his two assistants in charge of the homeoffice. Thus the lack of signature on the memo is consistent with his being abroad at the time of writing.

Another thing that made the genuinity of the letters doubtful was the lack of Top-Secret registration numbers on the memos. However, none of the documents found in the National Library have Top-Secret registrationnumbers.

Also, the use of the "Top-Secret Restricted" classification label have puzzled researchers as it didn't come into use in the NSC (National Security Council) until 1964, that is a decade after the letters were supposed to have been written. The explanation is that General Twining, in a memo from 1947 said that all information regarding UFO activity should be handed over to the AEC and the Nuclear Energy Propulsion Applications Project. This being the explanation as, according to the Atomic Energy Act from 1954, the classification "Secret-Restricted Data" and "Top-Secret Restricted Data" was brought into use when dealing with documents concerning things of nuclear nature, which, according to Twinings 1947-memo, UFOs was.

In addition the question why anyone would go to the trouble of faking these letters has been raised. There seems to be little idea to do such a thing. These letters are far from totally supportive. Had they been fake, surely the forger would have tried to make them more incriminating, at least indicating that the purpose of Majestic 12 is to deal with alien activity, and UFOs.

Since then even more evidence has surfaced concerning alien activity. Among them a memo originating from the Canadian government. This memo states several things, the most important (relevant to this text) are:

1) The matter of UFO and alien activity is the most highly classified in the U.S., rating higher, even than the H-Bomb
2) Flying Saucers exist
3) Their Modus Operandi is unknown but concentrated efforts are being made by a small group led by Vannevar Bush
4) The whole thing is considered to be of tremendous importance
